You could confirm if this is hardware by booting a live linux distro from a USB and see if it detects your Wifi adapter. I have a cheap generic bought off ebay and the signal is still excellent even in the basement.
You can get yourself a USB dongle but it does not have bluetooth capability. This seems to be a common problem with the Surface.
